Nazar Kulchytskyy is a lawyer, National expert of the OSCE Project Coordinator Ukraine and the Office of the Council of Europe in Kyiv, a teaching fellow at the National School of Judges of Ukraine, senior teaching fellow at the International Law and Special Sciences School of the National University “Kyiv-Mohyla Academy”(Legal Sciences Department). Mr Kulchytskyy has considerable experience in the representation before the European Court of Human Rights of individual applicants as well as of the Government.
Education: Ivan Franko Lviv National University, specializations in public international law (1998-2003) and constitutional law (2001-2005).
In 2004 Mr Kulchytskyy started to work for the Ministry of Justice of Ukraine as the Leading Specialist at the Office of the Government Agent of Ukraine for the European Court of Human Rights.
In 2008 he became a Head of the Office of the Government Agent of Ukraine for the European Court of Human Rights.
In 2012 Mr Kulchytskyy was appointed the Government Agent of Ukraine before the European Court of Human Rights (2012-2013)
In 2013 together with partners he founded the Law Firm “Kulchytskyy, Kulakov and Bidnyahin.”

Andriy Kulakov has 18 year experience in legal practice having worked as a lawyer for enterprises of different forms of ownership.
Education: Dnipropetrovsk Mining Institute, Faculty of Electrical Engineering. Graduated as Electrical Engineer (1984-1991) and Yaroslav the Wise National Law Academy of Ukraine, Kharkiv (1993-1998).
In 1994 Mr Kulakov became a consultant on legal and economic issues for the Scientific and Production Small Commercial Enterprise “Altair and Co”.
In 1998 he joined the legal bureau of the OJSC “Dnipropetrovsk pointer factory” as a lawyer and had further been promoted to the position of the Head of Contract Department.
Since 2002 Mr Kulakov has been an insolvency officer authorized to act as asset manager, sanation manager and liquidator of the companies-debtors of all forms of ownership.
In 2006-2009 he had been working as a lawyer in the law firm “Maxim” (in the city of Dnipro).
Since 2008 Mr Kulakov is a certified advocate.
Since 2009 Mr Kulakov has been working as a Senior Partner of the Law Firm “Kulakov, Bidnyahin and Partners” (Dnipro city).
Since 2013 Mr Kulakov has been working as a Senior Partner and a founder of the Law Firm “Kulchytskyy, Kulakov and Bidnyahin” (Kyiv city).

Volodymyr Bidnyahin is a lawyer and an advocate with 22 years of practice in commercial, civil, tax, banking, financial and insurance law.

In 1994, Mr Bidnyahin began his career as a lawyer for private enterprises (Elips LTD, SAND DTD, Olimpex LTD and “Naftova Torgivelna Companiya”).
In 2002 Mr Bidnyahin headed the legal department of the group of companies “Naftova Torgivelna Companiya”.
In 2006 he became a director of the limited liability company “SNP-Ukraine”.
In 2008 Mr Bidnyahin was certified as an advocate.
Since 2012 has been working as a Senior Partner of the Law Firm “Kulakov, Bidnyahin and Partners” (Dnipro city).

In 2004 Mrs Kulchytska started to work as a Consultant for the International Cooperation Department of the Office of the Ukrainian Parliamentary Commissioner for Human Rights. Later she became a Senior Consultant. In her work she was engaged in bilateral parliamentary cooperation, took part in the meetings of the Parliamentary Assemblies of the Council of Europe, OSCE, GUAM.
In 2012 Mrs Kulchytska became a Head of Department of International Cooperation of the Office of the Ukrainian Parliamentary Commissioner for Human Rights. In this position she was responsible for, among other things, for the protection of the rights of refugees and foreigners in Ukraine. As a Head of Department Mrs Kulchytska participated in the preparation of several Annual Reports of the Commissioner as to the state of human rights observation in Ukraine.
Since 2015 Mrs Kulchytska has been working as a lawyer for the Law Firm “Kulchytskyy, Kulakov and Bidnyahin”.

In 2014 Ms Nekrasova started to work for the Office of the Ukrainian Parliamentary Commissioner for Human Rights, where she held posts ranging from specialist of the first category to the chief specialist of the Department for Personal Data Protection.
Ms Nekrasova has considerable work experience in the NGO sector, in particular, including activities of providing free legal advices, long-term election observation, preparation of analytical human rights reports.
Since 2017 Ms Nekrasova has been working as a lawyer for the Law Firm “Kulchytskyy, Kulakov and Bidnyahin”.
